Why is it like this in Mississippi?

Mississippi's electricity rate of about 14.5¢/kWh is near the breakeven with gasoline for a typical PHEV. Entergy Mississippi's base rates were stable through summer 2025, but natural gas fuel cost pass-throughs added roughly $14/month to typical bills starting February 2026 as a prior fuel credit expired and gas prices rose. Accounting for fuel adjustment charges, the effective per-mile charging cost is higher than the EIA base rate suggests — but at the January 2026 baseline, electricity is still the cheaper per-mile option for Mississippi PHEV drivers under typical conditions.
