Why is it like this in Kansas?

Kansas's electricity rate of about 15.2¢/kWh sits above the level where electricity would clearly beat gasoline per mile for a typical PHEV. The Kansas Corporation Commission approved Evergy's $128 million residential rate increase effective October 2025, raising the average monthly bill by $8.47. With gasoline among the cheapest in the country, the electric per-mile advantage is narrower than most states — but electricity still wins at the January 2026 baseline. The recent rate hike has narrowed the margin further.
