Why is it like this in Delaware?

Delaware's residential electricity rate of about 18.4¢/kWh has been climbing sharply. Delmarva Power raised electricity supply rates by roughly $10/month for average customers in June 2025, driven by a PJM capacity auction that cleared at prices roughly eight times higher than prior years. State legislators publicly opposed further increases but were unable to block them. Despite the sharp rate increases, electricity is still the cheaper per-mile option at the January 2026 baseline — though continued PJM-driven increases will narrow that margin further.
