Why is it like this in Pennsylvania?

Pennsylvania's residential electricity rate of about 18¢/kWh reflects a series of supply-rate increases driven by PJM capacity auction prices clearing at record levels. PECO and PPL both raised supply rates multiple times in 2025, with PECO's supply rate reaching 11.0¢/kWh and PPL's 12.95¢/kWh in December. PECO filed for an additional 12.5% base-rate increase for 2027, and PJM's capacity market cleared at peak prices for the second straight year. At the January 2026 baseline, electricity is still the cheaper per-mile option for most Pennsylvania PHEV drivers — though PJM capacity prices and pending PECO base-rate increases are steadily eroding that margin.
