Why is it like this in Pennsylvania?
Pennsylvania's residential electricity rate of about 18¢/kWh reflects a series of supply-rate increases driven by PJM capacity auction prices clearing at record levels. PECO and PPL both raised supply rates multiple times in 2025, with PECO's supply rate reaching 11.0¢/kWh and PPL's 12.95¢/kWh in December. PECO filed for an additional 12.5% base-rate increase for 2027, and PJM's capacity market cleared at peak prices for the second straight year. At the January 2026 baseline, electricity is still the cheaper per-mile option for most Pennsylvania PHEV drivers — though PJM capacity prices and pending PECO base-rate increases are steadily eroding that margin.

Clean energy advocates rallied at PJM's Pennsylvania headquarters protesting the 833%-higher 2024 capacity auction result flowing directly into PECO and PPL customer bills — a 10–20% hike that erased much of electricity's per-mile cost advantage over gasoline for Philadelphia-area PHEV drivers.
PECO's supply rate rose to 11.0¢/kWh and PPL's to 12.95¢/kWh on December 1, 2025 — successive rounds of increases since early 2025 collectively lifted Pennsylvania electricity costs enough to make gas competitive with or cheaper than electricity per mile for PHEV owners in many parts of the state.
PECO filed for a $510 million base-rate increase that would add ~$20/month to average bills starting 2027 — a signal of the long-term upward trajectory of Pennsylvania electricity costs and their impact on plug-in economics for PHEV owners.
