Why is it like this in Nevada?

Nevada's electricity rate of about 13.8¢/kWh — well below the national average — combined with above-average gasoline prices give PHEV drivers a comfortable electric-miles cost advantage. However, NV Energy filed for a 9% rate increase tied to the $4.2 billion Greenlink transmission project, and data centers already account for 22% of Nevada's electricity with projections reaching 35% by 2030. A new residential demand charge targeting peak-hour usage could add more than $25/month for drivers who charge during daytime hours, substantially raising effective per-kWh charging costs even if the base rate stays low.
