Why is it like this in Utah?

Utah has one of the largest electric-driving cost advantages in the West. Rocky Mountain Power's rate case, which opened with an 18–30% request, was cut to just 4.7% by the Utah PSC — preserving electricity rates around 11.8¢/kWh and keeping electric miles roughly half the per-mile cost of gasoline for a typical PHEV. Rocky Mountain Power filed a separate wildfire insurance surcharge (~4.5%) in late 2025, but Utah's track record of containing rate cases through strong regulatory oversight suggests the electric advantage will persist.
